MEMORANDUM OF UNDERSTANDING <br /> <br /> Between <br /> <br />CABARRUS COUNTY DEPARTMENT OF SOCIAL SERVICES <br />and <br /> <br /> CRISIS VICTIMS ASSISTANCE NETWORK (CVAN) <br /> <br />INTENT: This Memorandum of Understanding is entered into and by Cabarrus <br />County Department of Social Services hereinafter referred to as Cabarrus County DSS <br />and the Crisis Victims Assistance Network hereinafter referred to as CVAN. The <br />Work First Program provides short-term assistance to eligible families to facilitate <br />their movement to self-sufficiency through employment. The objective of this MOU is <br />to set up a procedure to ensure that Work First applicant/recipients who are suspected <br />ofbeing victims of domestic violence can have access to the support and counseling <br />provided by CVAN. <br /> <br />I1. THE MEMORANDUM OF UNDERSTANDING BETWEEN CABARRUS <br /> COUNTY DSS AND CVAN ADDRESSES THE FOLLOWING: <br /> A. Work Firs~ applicants/recipients who either self-disclose, have it determined <br /> through screening, or there is evidence that there is family violence in the <br /> household, will be advised of CVPdq and can decide whether to go there for a <br /> complete assessment and possible services. <br /> B. Work First applicants/recipients determined to be ,Sctims of domestic violence can <br /> be assessed at CabarrUs County DSS and/or CVAN, and if eligible, can receive <br /> assistance through Domestic Violence Funds. <br /> C. It is understood that the services of'CVAN are voluntary., and the Work First <br /> applicant/recipient is not required to seek assistance through CVAN. <br /> D. It is understood that CVAN will not disclose to Cabarrus County DSS whether or <br /> not a Work First applicant/recipient ihas sought services there. It is thc decision of <br /> the Work First applicanUrecipient themselves whether or not to disclo~ this to <br /> Cabarrus County DSS. <br /> E. As there will be no assessment report coming to Cabarrus County DSS from <br /> CVAN. it will be entirely up to Cabarrus County DSS whether or not to grant a <br /> waiver for the applicanffrecipient from Work First activities. <br /> <br />III. LIAISON: For Cabarrus County DSS, the Social Work Supervisor of the <br /> Employment Unit wilt serve as liaison under this MOU. For CVAN, the Director or <br /> her designee will serve as liaison under th/s MOU. <br /> <br /> <br />
