Phillip Patterson <br /> <br />Tuesday, July 24, 2001 <br /> <br /> Local Law Enforcement Block Grant 2001 <br /> <br /> I am writing you in hopes that you are still willing to participate in our local block grant committee. <br />We have available approximately $16,995.00 in this years grant. We would like to focus on the education <br />of our youth of our county. We are requesting to start an anti-drinking and driving school. This program <br />would be made available to any school, civic, or church group. <br /> We have seen similar programs in Stanly and Montgomery. These programs involve several <br />levels of education, which are, lecture, video, and each student will get the opportunity to see how it feels <br />to drive drunk. Yes, I said the opportunity to see how it feels to drive drunk, but there is no alcohol <br />involved with this program. What we propose is to purchase two golf carts and several sets of Fatal <br />Vision Goggles. Please refer to website: http:l/www.fatalvision.com for further information on this <br />program. These goggles will give each student the same effect as being intoxicated or impaired. We <br />would like to demonstrate to the students how difficult it is to drive intoxicated by allowing them to drive a <br />golf cart while wearing the Fatal Vision Goggles. Each student will be required to attempt to maneuver his <br />or her vehicle through a simple obstacle course setup with traffic cones. There will be an officer riding <br />with each student to ensure the safety of that student. The students will also go through a police sobriety <br />test while wearing the impaired goggles. <br /> We hope between the practical exercise, video presentation, and lecture we can make an impact <br />on the students and give them a clear understanding that you cannot drink and drive. If there are any <br />grant funds remaining, we would request that these funds be place towards the purchase of equipment <br />and supplies for our DARE division so they can continue with programs in the elementary, middle and high <br />school curriculum.
