coordinate all planning with the other agencies that will be involved in any response. In <br />addition, all county agencies and ,departments will develop internal standard operating <br />procedures or protocols that provide guidelines for their response to a terrorist WMD <br />attack. <br /> <br /> C. Terrorist attacks may be conducted with a variety of weapons, but those weapons <br />that produce maximum casualties over a wide target area are generally favored by <br />terrorists. These weapons are referred to as "weapons of mass destruction" and this <br />classification will include chemical and biological warfare devices. For planning <br />purposes, terrorists will employ weapons of mass destruction (WMD) during any attack <br />and response / recovery operations will be based on this assumption. <br /> <br />III, CONCEPT OF OPERATIONS <br /> <br /> A. Intent. The intent of this plan is to develop a coordinated response to a terrorist <br />incident that could occur within the county. This response will involve all emergency <br />services within Cabarrus County. <br /> <br /> B. Concept Overview. Terrorist attacks, especially those with chemical or biological <br />weapons, are difficult to respond to. The emergency response personnel will be exposed <br />to the effects of the weapon and possibly become targets of additional attacks. The <br />effects of the weapon may cover a wide area and be carried out of the target area by <br />moving vehicles or victims. Because of the nature of these incidents, each emergency <br />response agency in the county has specific missions in the initial response to an attack. <br /> <br /> 1. Fire Service. The fire departments will contain the damage to the target area <br />and within the immediate area of operations. These units will prepare to conduct all <br />operations in an area contaminated by a chemical or biological weapon. <br /> <br /> 2. Law Enforcement. The Sheriff's Department or the municipal police <br />department will assume responsibility for the site and take appropriate action to <br />apprehend suspected terrorists, protect response personnel against further attacks, and <br />secure the site for evidence collection. These units will prepare to conduct all operations <br />in an area contaminated by a chemical or biological weapon <br /> <br /> 3. Emergency Medical Services. EMS units will conduct first aid, triage and <br />evacuation of all casualties. These units will prepare to conduct all operations and <br />treatment of casualties in an area contaminated by a chemical or biological weapon. <br /> <br /> 4. Emergency Management Division. The division will activate the EOC. The <br />Emergency Management Coordinator will conduct overall command and control of the <br />incident until the Federal Bureau of Investigation assumes control. Provide resources to <br />the incident commander on site and coordinate additional resources from state and federal <br />agencies.
