ANNEX Q <br /> APPENDIX 2 <br />RESPONSIBILITES DURING A RESPONSE TO A TERRORIST ACT <br /> <br />L PURPOSE <br /> <br />This appendix describes the responsibilities of the Sheriff's Department, Emergency <br />Medical Services municipal police departments, and local fire departments when <br />responding to a terrorist/WMD incident in Cabarrus County. <br /> <br />II. SITUATION AND ASSU1VIPTIONS <br /> <br /> A. The basic responsibilities for emergency operations are detailed in the County <br />Emergency Operations Plan, but the Sheriff's Department, Emergency Medical Services <br />and the fire departments in the county will perform additional tasks or tasks different <br />from the normal emergency response. Response to a terrorist attack will require all <br />emergency response personnel to take additional steps to protect themselves and other <br />personnel located in the target area. <br /> <br />HI. CONCEPT'OF THE OPERATION <br /> <br /> A. Responsibilities common to all emergency service agencies within Cabarrus <br />County. <br /> <br />EOC <br /> <br />- provide awareness-level training on terrorism to all employees <br />- develop internal notification procedures for all personnel <br />- ensure internal distribution of the notification and response plans <br />- follow directions of the unified command through incident commander and the <br /> <br /> - adhere to site entry protocols <br /> - ensure implementation of adequate departmental training programs <br /> - coordinate evidence collection procedures and brief all on-site personnel on the <br />process <br /> - provide department representatives to incident site and EOC <br /> - document all response activities from time of notification until demobilization <br /> - be prepared to participate in Command and Control team as directed by incident <br />commander or the EOC <br /> - prepare for continuous operations and the commitment of all available <br />departmental resources to the response and recovery effort <br /> - provide assessment of resources needed to conduct operations to incident <br />commander and the EOC <br /> - maintain operational security during response operations. Develop a "need-to- <br />know" list for internal planning, alerts, and operations <br /> - be prepared to conduct additional missions as directed by the incident <br />commander or the EOC. <br /> <br />EOP/APPENDIX 2 to ANNEX Q <br /> <br />1 September 2001 <br /> <br /> <br />
