DATE: TO: FROM: RE: September 10, 2001 Frank Clifton, County Manager(~~ Jim Cook, Social Services Directo'l~ ~/ Work First Block Grant Plan for FY 2001-03 We received a letter from the Division of Social Services requesting that we make some revisions in our Work First Block Grant Plan to bring it into conformity with the State Plan. These revisions are in light of our Work Over Welfare legislation which became law last month. This revised Work First Plan will require Board of Commissioners~ approval and we would request that it be placed on the agenda for the September 17 meeting, The revisions to the plan are as follows: · On page 9, VI.4.a., we were requested to change a termination notice from "adequate" lo "timely". This will bring our notice of action into compliance with State policy. On page 16, VII.,D., we deleted "through waivers". We were advised that waivers are no longer needed for allowing work experience clients to be located in private for profit businesses. · On page 18, VII1,B.5., we are deleting the section on permanent disqualification lbr fraud, as this was deleted from the WOW bill. On page 19, IX., we were requested to give a definition of emergency, which we have done. · On page 20, X., we were requested to add a statement under the 200% of poverty level provisions, we can provide services to former cash recipients if we have a case opened in the Service Information System. · We were also requested to attach an agreement of a working relationship with a domestic violence agency. We have developed this working relationship with CVAN, and will include this with the Plan. A certification of approval form is included that needs to be signed by the Chairman.
