Step 3. Fair Housing Enforcement <br /> <br />1. Do you have a Fair Housing Ordinance? Yes <br /> <br />What mechanism exists for citizens to file complaints alleging illegal <br />discrimination in programs or services funded by your jurisdiction? Cabarms <br />County has had a system for complaints for several years. We participate in a HOME <br />Consortium as well as the Cabarrus County/Harrisburg/Mount Pleasant/Midland <br />CDBG Scattered Site Housing Rehabilitation programs. Fair housing complaint <br />procedures direct any individual wishing to report an incident to submit, in writing, <br />the complaint to the County's Planning Director. The County Planning Director's <br />address is published in the complaint procedures. If the Director cannot resolve the <br />complaint, the complaint is referred to the NC Human Relations Commission, which <br />has been charged with investigating Fair Housing Complaints within North Carolina. <br />Every effort is made to resolve any complaints at thc County level. The County <br />Planning Director has received no housing discrimination complaints. <br /> <br />Do you have an Affirmative Marking Plan? No written plan exists to market the <br />Cabarms County CDBG Concentrated Needs Program in areas of low-income, <br />minority concentration. <br /> <br />e <br /> <br />The number of discrimination complaints filed against your jurisdiction within <br />the past two years and the results of any investigations. None filed. With CDBG <br />grant activities, many of the applicants have been selected prior to the application to <br />the state. We feel this has contributed to the lack of complaints concerning fair <br />housing practices. <br /> <br />The number of discrimination complaints filed with North Carolina Human <br />Relations Commission or HUD originating in your Jurisdiction and the results of <br />this investigation. There have been two cases since 1997. Both of thc cases were <br />investigated by NC Human Relations Commission. The Commission worked out one <br />case through conciliation. The plaintiff was awarded $1,000. The second case was <br />dismissed for no cause. <br /> <br />6. Number of findings related to Fair Housing or Equal Opportunity issued against <br /> your jurisdiction and the corrective action take. None. <br /> <br />Step 4. Education and Outreach Efforts <br /> <br />Identify all resources available for the promotion of fair housing and equal <br />opportunity. Cabarrus County has used the following media to advertise the <br />programs: The Independent Tribune newspaper (daily circulation), Time Warner <br />vision cable access channel, thc Cabarms County Website, WPEG radio (located in <br />Cabarms County), and Fair Housing materials obtained from the NC Human <br /> <br />Page 12of22 <br /> <br /> <br />
