The sites are not disproportionately in areas <br />of minority or low-income concentration. <br /> <br />Identify any site selection policies or procedures that may contribute to the <br />concentration of environmental hazards in minority or iow-income areas. There <br />are no local policies or procedures that would attempt to locate hazardous sites near <br />Iow-income areas. <br /> <br />Identify any local, state, or federal efforts to remove environmental hazards. <br />Much of Cabarms County is served by public water and sewer systems, thus reducing <br />the use of failing septic systems and contaminated wells. Cabarms County regularly <br />applies for water and sewer infrastructure grants to supply low to moderate, often <br />minority, communities with public services. <br /> <br />What barriers exist to the removal of environmental hazards from the <br />community? A lack of money to serve the entire county with public water and sewer <br />services is the largest barrier. Clean up of environmental hazards is also an expensive <br />endeavor. The City of Concord has applied for Brownfield grants to assist with <br />cleanup; however, this dependency on outside funds is also a barrier to removal of' <br />environmental hazards. <br /> <br />Conclusions and Recommendations: <br /> <br />BARRIERS TO EQUAL HOUSING OPPORTUNTIES <br /> <br />1. Affordability. Housing is expensive in Cabarrus County. Oftentimes members <br /> of minority groups and persons with disabilities fall into the low to moderate <br /> income category causing housing costs to be a burden. Affording housing, either <br /> rental or homeownership, is the largest barrier to housing choice in Cabarms <br /> County. The City of Concord and Cabarrus County are working to produce new <br /> affordable units as well as rehabilitate older units. Additionally, the City of <br /> Concord continues to run the Section 8 housing program and a public housing <br /> program. All of these activities are designed to increase the housing choices for <br /> residents. <br />2. Fair Housing Awareness. Cabarrus County has had no fair housing complaints <br /> in several years. This is indicative of one of two scenarios. Either there are no <br /> violations of housing opportunity in this county or people are unaware of their <br /> rights.
