T~e Board also discussed a number of issues related
to school construction needs, including the growing nL~ber of approved lots
in the subdivision inventory, proposed school projects (Pitts School Road
school, renovation/replacement of Odell aad Bethel Elementary Schools and the
elementary school site on Harris Road), the possible need to move up the
school construction schedule to begin construction of new schools next year
and the adequacy of the $500.00 per lot in funding new school construction.
Further, Board members commended the two-step process (consideration of the
technical portion of the project and consideration of adequate public
facilities issues) used by the Planning and Zoning Commission in considering
the Cabarrus Crossing Subdivision.

UPON MOTION of Commissioner Privette, seconded by Chairman Fennel with
Commissioners Privette and Suggs and Chairman Fennel voting for and Vice
Chairman Carruth and Commissioner Freeman voting against, the Board approved
the preliminary plat by Centex Homes for the Cabarrus Crossing Subdivision
[Case C01-04(S)] with the following conditions: That the developer enter
into a consent agreement with the County to meet the Adequate Public Facility
requirements of the Cabarrus County Subdivision Regulations.
