INVOCATION <br /> <br />178 <br /> <br />~everend Jason Pierce of Sharoo Baptist Church gave the invocation. <br /> <br />A~PROVAL OD COP-RECTION OF ~tINUTES <br /> <br /> U~ON MOTION of Commissioner Suggs, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board approved the minutes of August 20, 2001, as <br />written. <br /> <br /> UPON ~OTION Of Chairman Fennel, seconded by Co~unis$ioner Privette and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />addition of the following item under New Business: Change in Regular Meeting <br />Date for the Month of October. <br /> <br />~ECOGNITIONS AND PP~SENTATIONS <br /> <br />Recognition of Social Sec.,ices Staff Members for ~heir Work on the Side by <br /> <br />Side--Child Support and Community Services Pro~ect <br /> <br /> Mr. Clifton briefly described the Informal Awards Program in which he <br />recognizes County programs that produce savings and improve service delivery <br />through a cash award to the employees responsible for the program. He stated <br />he had selected a group of Social Services employees for such an award. <br /> <br /> Mr. Jim Cook, Social Services Director, stated the team of Soaial <br />Services employees had developed and implemented the "Side by Side-Child <br />Support and Community Services Program" that helps to motivate absent parents <br />to work steadily and pay their child support. He introduced Ms. Jeanne Dixon, <br />Supervisor of the Child Support Division Enforcement Unit, to provide more <br />information concerning the program. <br /> <br /> Ms. Dixon introduced the following members of the Child Support <br />Enforcement Team who were present for the meeting: Glenda Clawson, Olivia <br />Bost, Randall McWaters, Susan Gould and Stephen McKnight. Other team members <br />included Curtis Parker (former employee), Randy Jones, Shakiri Weathers and <br />Linde McKinley. Ms. oixon briefly described the Side by Side initiative <br />which the courts refer non-custodial parents who routinely do not pay child <br />support to community services where they perform free labor at such places as <br />schools and parks. Since November 2000, 23 individuals have been referred to <br />community service and have performed 1,300 hours of free labor. This bas <br />resulted in substantial savings to Cabarrus County, including the free labor, <br />staff time, court costs and incarceration costs. <br /> <br /> Commissioner Privette presented the Certificates cf Excellence to each <br />of the team me~bers. <br /> <br /> Mr. Don Cu~uninge, Htnuan Resources Director, presented a $250.00 check <br />(less taxes) to each Of the team members. <br /> <br /> Board members congratulated Ms. Dixon and her staff on their award and <br />expressed appreciation for their Outstanding service to Cabarrus County. <br /> <br />OLD BUSINESS <br /> <br />Update on the County Expo Site <br /> <br /> Mr. Mark Chappuis, Expo Center General Manager, reported there was <br />excellent response to the new Expo Center from persons visiting the Expo <br />booth at the recent County Fair. He stated the site plan had been changed to <br />show the relocation of the Exhibit Building, which will have an entrance from <br />both the Midway and the main Events Center. <br /> <br /> Mr. Mike Downs, Development Services Director, reported on the grading <br />at the Expo Center site. The elevations for the buildings are being set and <br />the contractor ~hould begin digging footings oext week. <br /> <br />A~e&l of Case C01-02(S) - Denial of Prelimimal-~ Subdivision Plat A~plication <br />by LPT Investments {Pier Protz Tarrant) <br /> <br /> Mr. Rodger Lentz, Senior Planner, reviewed the request by LPT <br />Investments for preliminary plat approval of a subdivision to be located on <br /> <br /> <br />
