.......... 4~a~+ Tm~ FERC. USO/~ GROUP

The Ferguson Group has helped' clients win the support and funding of the federal
government for economic development planning efforts. We continue to secure funding for a
special area management plan in Orange County, California that comprehensively assesses
wetlands and will
result in long-term permits for development in exchange for improved management of
wetland resources in the region.

On behalf of Santa Ana, California, The Ferguson Group worked closely with the technical
staff at the Department of Housing and Urban Development (HUD) and the White House to
provide meaningful analysis on the Empowerment Zone (EZ) application and selection
process. Santa Ana was designated as an EZ community this year. The Ferguson Group also
coordinated with the National Association of Counties, U.S. Conference of Mayors and the
National League of Cities on legislative advocacy to secure funding for the EZ program as
part of the Omnibus Appropriations bill. In addition, we also helped Santa Ana secure over
$1 million for a Discovery Science Center.

The Ferguson Group has attained earmarks in HUD's annual appropriations bill for many
economic development initiative grants, including $1 million for Stockton, California, to
improve infrastructure at an historic hotel being renovated into an office and entertainment
complex.

· Brownfields

The Ferguson Group as been instrumental in securing federal assistance for clients'
brownfields initiatives, particularly monies that can be used for cleanup and other activities
essential to the reuse of brownfields properties. In King County we worked with the county
to help win a Brownfields Showcase Community designation, which provides them access to
$1.1 million in grants and technical assistance. We also helped them win the Agency for
Toxic Substance Disease Registry Brownfields grant for $60,000 and we are currently
assisting them with a HUD Brownfields Economic Development Initiative grant. In the City
of Charlotte we secured Senate Report Language in the FY 99 VA-HUD Appropriations bill
that directed EPA to provide grant funding to Charlotte. In the same bill we secured $500,000
for the City of Oceanside's Brownfields/Retail Development Project and $125,000 for the
City of Folsom's planning, relocation and construction activities associated with the City's
redevelopment of the City Landfill and Sewage Treatment Plant.

· Water Resources
