O. Box 707
Concord, NC 28026-0707

Dear Frank:

The following items were discussed at the Board of Education Retreat on October 25,2001 and are presented for your
consideration and review by the County Commissioners:

Administrative Office Relocation on Old Airport Road
The Board wishes to move forward with the sale of the existing property on Highway 29 and the construction
of a new Administrative Office on the Old Airport Road site (along with an eventual relocation of the
Transportation Department). While some of the Board Members have agreed to disagree on the location of
the site, the Board's position is that it is in our best interest to work with the County Commissioners on
relocating to the site on Old Airport Road. The Board has instructed that we negotiate the sale of the property
on Highway 29. This process will begin in the very near future; however, the Commissioners had at one time
considered fronting the money for the project to begin before the sale was completed. Is this still an option?
Additional Per Pupil Funding Request
As you are aware, our growth this year was much more than the State predicted. We are fairly confident the
State will fund the additional 324 students. We ask that the Commissioners consider funding the additional
per pupil costs on the local level.
Fifteen Year Facilities Plan Time Lines
The Fifteen Year Facilities Plan projects the replacement of Bethel Elementary School and the construction
ora new elementary school on Pitts School Road in 2003-04. If we are to complete the projects in that time
frame, we will need to begin work with architects and the Commissioners very soon. We are requesting that
the County Commissioners begin the process of acquiring the funds to begin work with the architects as soon
as possible to allow us to begin construction the beginning of next school year.

Thank you for your cooperation and concern for our school system. We also appreciate the County Commissioners
for their support for our growth needs as well as the relocation of our Administrative Office.

Sincerely,

Dr. Harold Winkler
Superintendent

HW:jmt

pc:

Board of Education
Gene Jordan
Don Clickner
Jim Amendum.

An Equal
Opportunity Employer
