Fennel, Chairman <br />Cabarrus County Commissioners <br /> <br />OLD BUSINESS <br /> <br />Update on t-he County Expo Site - ~rk Chappuis~ Expo ~eneral Manager <br /> <br /> Mr. Mark Chappuis, Expo General Manager, distributed copies of the <br />first marketing brochure for the Cabarrus Arena and Events Center at the Expo <br />Park. He reported on the advertising campaign that promotes th~ E~po Park as <br />North Carolina's newest show place. <br /> <br /> Mr. Mike Downs, Development Services Director, reported construction at <br />the Expo Park is progressing well and that over 1,000 cubic yards Of concrete <br />have been poured. He showed photographs of construction at the Expo Park. <br /> <br />Adoption of Annex Q (Terrorism Response Operations) of the Cabarrus County <br />Emer~enc~ C~eraUing Plan - ~ike Downs~ Development Services Director <br /> <br /> Mr. Downs gave a brief overview of the proposed A~nex Q "Terrorism <br />Response Operations" of the Cabarrus County Emergency Operations .Plan that <br />was presented to the Board for review at the last meeting on September 17, <br />2001. The Plan identifies the agencies that will be involved and the <br />procedures to be followed in the event of a terrorist attack. In regards to <br />the aothrax incidents in other areas of the country, Mr. Downs reported local <br />officials have responded to a number of suspicious looking packages. <br />Howeuer, no anthrax has been found in Cabarrus County or in North Carolina at <br />this time. <br /> <br /> Vice Chairman Carruth, Commissioner Member of the Public Health <br />Authority, commented on the fear and anxiety in the country and stated he <br />wished to advise the public that Cabarrus County would take necesaary <br />measures to protect its citizens. Further, he urged people to live their <br />lives as normal as possible, but to be vigilant with the realization that <br />things have changed since September 11, 2001. <br /> <br /> UPON ~OTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board adopted Annex Q, Terrorism Response <br />Operations, of the Caba~rus County Emergency Operations Plan as presented by <br />Mr. Downs. Annex Q as adopted by the Board is on file in the Office of the <br />County Manager and hereby included by reference as a part of the minutes. <br /> <br />Consideration of Consulting Agreement with The Ferquson Group~ LLC - Chairman <br />Fennel <br /> <br /> The Board considered a proposed consulting agreement with The Ferguson <br />Group in March 2001 and deferred the matter until this meeting to get <br />additional information concerning the success of the services the <br />organization is providing to the City of Concord. Chairman Fennel reported <br />that information has not yet been received from Concord regarding its <br />experience with the organization. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board deferred consideration of a consulting <br />agreement with The Fergu$on Group until the Board meeting in December. <br /> <br />CONSENT AGENDA <br /> <br />Sheriff's Department - Budget Amendment (Communication System Grant) <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman <br />Carruth and unanimously carried, the Board adopted the following budget <br />amendment. <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />OEPARTMENT OF Finance <br />AMOUNT: $ 58,500.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: TO appropriate funding for grant number G13-1-OO-15B-344 <br />awarded by the Governor's Crime Co~ission. <br /> <br />Account No. Approved Budget Increase Decrease Rev~ed Budget <br /> <br /> <br />
