These funds will remain available for construction <br />projects in the future. <br /> During the moratorium period, projected to last a year at minimum, the college <br />will undergo a thorough and detailed analysis of every aspect of its operations. "As we <br />spend the year-plus moratorium period analyzing our operations, we must review all our <br />current offerings and programs to analyze the feasibility and practicality of their <br />continuance. In addition, the process of program development, needs a careful re- <br />evaluation," Brownell stated. He has also directed that a close examination of facilities <br />utilization be undertaken, with a complete re-visioning and re-analysis of the college <br />master plan. ' <br /> "All assumptions used in previous visioning of the college's future must be set <br />aside. As we re-examine our position, we must take a bold approach by inventing new <br />paradigms of partnership between RCCC and Rowan and Cabarrus County in addressing <br />workforce development needs." Brownell envisions that the future may also see the <br />development of partnerships between the college and area employers for the co-funding <br />of new programs. In addition, discussions between college representatives and officials <br />in both counties have forwarded the concept of the construction of technical high schools, <br />in partnership with RCCC, with onsite facilities for articulation into the college's <br />technical programs. "This concept has the support of both the Cabarrus and Rowan <br />County superintendents and could be the wave of the future," Brownell feels. <br /> In spite of the tremendous challenges the college is now facing in this funding <br />crisis, Brownell sees a wealth of opportunity. "The strategic necessity for a moratorium <br />presents us with a critically important opportunity for a complete re-visioning of the <br />college. This is a process that often gets swept aside as institutions get wrapped up in the <br />complexity of managing their day-to-day operations. RCCC will emerge from this period <br />stronger and better than ever," he declared. <br /> <br /> <br />
