The Board received the written request dated October 1S, 2001 from MS.
Jean Kennedy, ITS Director, to award the bid for Document Imaging and Records
Management to One Source Document Solutions, Inc. According to Ms. Kennedy's
Memorandum, Patterson Business Systems submitted the lowest bid for software;
however, a live demonstration revealed that the software did not perform to
the required standards. This software required operator input for every page
of a document to utilize the OCR (optical character recognition) and a text
search using OCR did not capture all documents meeting the cri{eria. The
software from One Source met all bid requirements and clearly demonstrated
better image quality.

U~ON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth
and unanimously carried, the Board awarded the Document Imaging and Records
Management bid in the total amount of $105,395.00 to One Source Document
Solutions, Inc., the lowest bidder meeting all bid requirements and
demonstrating the better image quality as outlined in the Memorandum dated
October 15, 2001 from' Ms. Jean Kennedy, ITS Director. The bid award included
the following:

Imaging Software: $22,135.00; Outsourcing Backlog: $57,435.00
Weblink: $ 11,995.00
COLD: $ 10,585.00
Technical Support: $ 2,250.00
