203 <br /> <br />DRAFT <br /> <br />reclaimed water (highly treated wastewater) as a long-term consideration to <br />reduce water supply requirements. <br /> <br /> Chairman Fennel reported that he met recently with local mayors to <br />discuss the possibility of the municipalities and the County working together <br />to address water and sewer needs and using WSACC as a mechanism to bring <br />everything together. Re reported there were some concerns about the str~cture <br />of WSACC and questioned the possibility of appointing a "technical board" <br />consisting of engineers and developers to handle water and sewer facility <br />issues. Finally, Chairman Fenael asked Mr. Murdock if WSACC could take over <br />the management of all raw water supply facilities in Cabarrus County. <br /> <br /> Mr. Murdock indicated that the Authority is capable of assuming th~ <br />management of all raw water supply facilities. Also; he reported that one of <br />the organization's goals for the year is defining the role of WSACC. <br /> <br /> There was discussion concerning the structure of the WSACC Board of <br />Directors, the interbasin transfer permit process, the importance of an <br />adequate water supply for Cabarrus County and the need to consolidate raw <br />water facilities in the county. <br /> <br />School Funding Issues <br /> <br /> The following persons joined the 8card for discussion of school funding <br />issues: Ms. Grace Mynatt, me~ber of the Cabarrus Board of Education; Mr. <br />Robert ~luttz, Consultant for the County Schools; and Dr. Joanna Byerly, <br />Superintendent of the Kannapolis City Schools. <br /> <br /> Mr. Clifton reported that Benderson Development Company had defaulted <br />on its agreement to purchase the County School Administration Office property <br />on Highway 29. Be asked if the Soard wished to front the money to begin <br />construction of the new School Administration Office complex on Old Airport <br />Road or to wait for another offer to purchase the eKisting school property on <br />Highway 29. <br /> <br /> Chairman Fennel questioned Ms. Mynatt concerning the need for a new <br />School Administration Complex at this time. <br /> <br /> MS. Mynatt indicated that the new facility is needed. However, she <br />stated she personally has concerns about the proposed location on Old Airport <br />Road and accessibility to the site. <br /> <br /> Ms. Mynatt responded to questions regarding the County Schools 15-year <br />Facilities Plan that calls for 14 new schools through 2015, including the <br />construction of two new elementary schools (Roberta/Blackwelder Road <br />Elementary and Bethel Elementary Replacement) to open in July 2003. The Plan <br />also includes instructional gyms for three existing high schools and two <br />middle schools at an estimated cost of approximately $2.5 million. Other <br />elements of the Plan include the remodeling of the Glenn Center for <br />alternative programs, constructing a new media center at Concord High School <br />and remodeling Coltrane Webb Elementary for a Pre-K Center. <br /> <br /> There was discussion about the school building program and the <br />continuing need to construct additional school facilities. Issues addressed <br />by the Board included the accomplishments over the past eight years <br />(construction of 10 new schools and additions), the 1,000 additional students <br />this year rather than the usual 500-700 students, the need for the <br />instructional gyms to bring equity to the schools, the potential remodeling <br />of the Odell Elementary School and various uses for the Odell facility. It <br />was generally agreed that the Commissioners and School Board members should <br />meet to discuss school priority issues. <br /> <br /> Dr. Byerly reviewed the facility needs for Kannapolis City Schools, <br />which include the construction Of a new middle school, renovations at A. L. <br />Brown High School and the addition of ten new classrooms at Fred L. Wilson <br />and Shady Brook Elementary Schools. The total cost of all improvements was <br />estimated at $21,526,549.00. <br /> <br /> Mr. Clifton proposed that Rowan County should fund approKimately 25 <br />percent of all capital expansion for the Kannapolis City Schools since the <br />school system has an open enrollment policy for school attendance. Efforts <br />to resolve the funding issue will be pursued with Rowan County. <br /> <br /> <br />
