234 Mr. Clifton briefly reviewed information concerning facility fee revenue and funds spent by the County in recent years for maintaining the Courthouse. UPON ~4OTION of Chairman Fennel, seconded by Comanissioner Privette and unanimously carried, the Board agreed to move forward with the new wiring at the County Courthouse at an estimated cost of $49,000.00 and approved the appropriate budget amendment allocating funds from Contingency for the project. Utilit~ Bill Auch%t and Sales Tax Re-A-%location Audit b~ Utilities Reduction Specialistsf Inc. Mr. Blair Bennett, Deputy County Manager for Administration, presented the proposal for Utilities Reduction Specialists, Inc. to do a Utility Bill Audit and Sales Tax Re-Allocation Audit for Cabarrus County. The company will do an in depth analysis of telephone billings and review accounts payable files to verify correct reporting by the vendors. The work will be done on a contingency basis with the company receiving 40 percent of any savings as its share. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman and unanimously carried, the Board authorized contracts with Utilities Reduction Specialists, Inc. for the company to conduct a Utility Bill Audit and Sales Tax Re-Allocation Audit for Cabarrus County. Resolution in Support of Rowan-Cabarrus Co--unity 'Colleqe - Commissioner prive~te Commissioner Privette presented a proposed Resolution in support of Rowan-Cabarrus Community College (RCCC}. He discussed the funding problems that have caused the RCCC President to place a cap on student enrollments and a moratorium on new program development and new construction. UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and unanimously carried, the Board adopted the following Resolution. Resolution No. 2001-34 RESOLUTION In Support Of Rowan-Cabarrus Community College WHEREAS, Rowan-Cabarrus Community College is a valuable asset to Cabarrus County by providing educational opportunities to its citizens; and WHEREAS, Rowan-Cabarrus Come. unity Colleg~ contributes to the economic stability of Cabarrus County by providing job training and retraining for its WHEREAS, as the 'state's first multi-campus community college, Rowan- Cabarrus Co~u~unity College has been operating for years on a far leaner budget than other community colleges in the state; and WHEREAS, because of the dynamics of its service region, Rowan-Cabarrus Community College has grown over 35 percent in the past five years, exceeding the growth Of most community colleges in the state; and WHEREAS, the State budget crisis and required budget reversions have caused the President of Rowan-Cabarrus Community College to call for a cap on student enrollments and a moratorium on new program development and new WHEREAS, this student enrollment cap may adversely affect the ability of all our citizens to be offered the opportunity to improve their lives and receive possible necessary workforce training. NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners urges the State of North Carolina to provide adequate multi- campus funding and to reconsider budget reversions required of the state community colleges so that Rowan-Cabarrus Community College may continue to operate with an "open door" policy, giving our citizens the equal opportunity to benefit, not only themselves, but the well being of the entire community.
