Subject: Competitive Bidding <br /> <br />Purpose: To define the County's position on competition <br /> <br />Policy: <br /> <br />It is the duty of the Purchasing Agent to solicit bids and proposals in an <br />environment whereby competition among a sufficient number of potential <br />vendors exists. Specifications should be developed in a manner conducive <br />to competitive bidding. The receipt of several bids does not necessarily <br />constitute competition; especially if specifications are not complete, explicit <br />and realistic, and/or are subject to changes in requirements or conditions <br />during the period in which the goods or services are to be furnished. In <br />such cases where the specifications recommended by a Department Head <br />or others have the result of discouraging or precluding competitive <br />bidding, the responsibility for justification of such restrictive specifications <br />shall rest with the Department Head. The County Manager and/or the <br />Board of Commissioners shall always be advised of bid situations where <br />competitive bidding was not possible and the subsequent reasons for the <br />non-competitive condition. <br /> <br /> <br />
