Purpose:

Policy:

Procedures:

Award of Bids

To make known how bids are awarded

It shall be the County's policy to award all bids in accordance with NC
General Statute 143-129.

Bids shall be awarded to the lowest responsible bidder taking into
consideration quality, performance, and time specified in the
proposal for performance of the contract.

o

Informal bids (under $90,000) are awarded by the Purchasing
Agent.

Formal bids ($90,000 or more) are awarded by the Board of
Commissioners based on recommendations by the Purchasing
Agent and the interested Department Heads and the County
Manager.

In the event of a "tie" bid, where price and other factors are
absolutely identical, the successful bidder will be chosen by a
drawing certified by the Clerk to the Board of Commissioners.

For bids in excess of funds available, the Board designee and
Purchasing Agent may enter into negotiations with the lowest
responsible bidder making reasonable changes in the plans and/or
specifications as may be necessary to bring the contract price within
the funds available; and may award a contract to such bidder (upon
mutual agreement) to perform at the negotiated price and within
the amount of funds available. If this cannot be accomplished, the
County may re-advertise on the basis of altered plans and
specifications designed to lower the cost.
