Purpose: <br /> <br />Policy: <br /> <br />Procedures: <br /> <br />Award of Bids <br /> <br />To make known how bids are awarded <br /> <br />It shall be the County's policy to award all bids in accordance with NC <br />General Statute 143-129. <br /> <br />Bids shall be awarded to the lowest responsible bidder taking into <br />consideration quality, performance, and time specified in the <br />proposal for performance of the contract. <br /> <br />o <br /> <br />Informal bids (under $90,000) are awarded by the Purchasing <br />Agent. <br /> <br />Formal bids ($90,000 or more) are awarded by the Board of <br />Commissioners based on recommendations by the Purchasing <br />Agent and the interested Department Heads and the County <br />Manager. <br /> <br />In the event of a "tie" bid, where price and other factors are <br />absolutely identical, the successful bidder will be chosen by a <br />drawing certified by the Clerk to the Board of Commissioners. <br /> <br />For bids in excess of funds available, the Board designee and <br />Purchasing Agent may enter into negotiations with the lowest <br />responsible bidder making reasonable changes in the plans and/or <br />specifications as may be necessary to bring the contract price within <br />the funds available; and may award a contract to such bidder (upon <br />mutual agreement) to perform at the negotiated price and within <br />the amount of funds available. If this cannot be accomplished, the <br />County may re-advertise on the basis of altered plans and <br />specifications designed to lower the cost. <br /> <br /> <br />
