January ll, 2000

[CABARIIUS COUNTYl

N O[~Tlt CAf]OtlNA

MEMORANDUM

TO: Board of Commissioners

RE: Sale; Upset Bid Process
Old Harrisburg School Site

Construction progresses on the replacement for Harrisburg Elementary School. It is scheduled to
be completed in August 2000.

The School Board has acted to transfer ownership of the old Harrisburg School site to the County
effective its vacated date of occupancy by students.

When the County Commission expanded the available funding to complete the replacement
school for Harrisburg (see attached memo from Blair Bennett), it was the Board's direction at
that time that the property be sold when available.

Staff is requesting the Board's authorization to proceed with all necessary steps up to and
including advertising the property for upset bids. Several different individuals have indicated an
interest in the property.

There are several steps that need to be pursued (title, surveys, etc.). Once a first bid is received,
the County Commission will authorize the upset bid process to continue until the final highest
bid is received.

With your authorization, staff will undertake all the necessary steps to proceed. It is certain that
"possession" by any new owner will not occur until the students have vacated the facility.

Respectfully,

County Manager

FWC/sb
cc: Dr. Harold Winkler
Fletcher L. Hartsell, Jr.

Office of the County Manager
