BY-LAWS <br />CABARRUS - SOUTH ROWAN URBAN AREA <br />Transportation Advisory Committee <br /> <br />ARTICLE I: Name <br /> <br />The name of this organization shall be the Cabarrus. South Rowan Urban Area <br />Transportation Advisory Committee hereafter referred to as the TAC. When exercising <br />its role as the representative body of the participating governing boards, within the <br />mutually adopted Metropolitan Area Boundary of the Cabarrus - South Rowan Urban <br />Area, the organization shall be called the Cabarrus - South Rowan Urban Area <br />Metropolitan Planning Organization (MPO). <br /> <br />ARTICLE H: Purpose <br /> <br />The purpose and goals of the TAC are outlined in the most recent Memorandum of <br />Understanding (MOU) (Agreement # 02-01-95) approved by the member jurisdictions. <br />These included the following: <br /> <br />To develop and direct a Cooperative, Coordinated and Continuing (3C) planning <br />process between state and member jurisdictions in concurrence with Federal <br />guidel/nes. <br /> <br />To advise the policy boards within the MPO on the status of needs identified <br />through the continuing transportation planning process. <br /> <br />To facilitate coordination and communication between policy boards and agencies <br />represented by the TAC and the TCC. <br /> <br />4. To facilitate coordination between policy boards of the MPO and NCDOT. <br /> <br />To assist the genera/public in understanding decisions and policies of the policy <br />boards. <br /> <br />To act as a forum for cooperative decision making by elected officials of this <br />MPO in cooperation with the State, thereby serving as the basis for a cooperative <br />planning process. <br /> <br />To develop and endorse planning and programming documents such as the Local <br />Transportation Improvement Program (LTIP), the Planning Work Program (PWP) <br />and annually endorse the Transportation Plan. <br /> <br /> <br />
