· 392 <br /> <br /> At the December 20, 1999 Board meeting, Mr. M. C. Love requested that <br />the County assist in clearing trees blocking a section of Coddle Creek <br />adjacent to his property. Mr. Clifton reported that staff is working on Mr. <br />Love's request and will present a report at the next meeting. A visit <br />planned to the site earlier this date (January 18) was cancelled due to <br />weather conditions. <br /> <br />Salaries for Non-Certified Employees o~ Cabarrus County Schools <br /> <br /> Commissioner Carpenter presented a letter from Yvonne Higgins <br />expressing concern that the salary for non-certified school employees, <br />specifically school bus drivers, has been frozen since 1988. In her letter, <br />Ms~ Higgins asked that this information be brought to the attention of the <br />Governor and legislators. <br /> <br /> There was brief discussion regarding the Board's role in this issue as <br />well as concern about the need for qualified individuals to serve as bus <br />drivers. <br /> <br />Mr. Hartsell (Senator for the 22nd District) advised the issue is <br />currently scheduled for discussion by the Personnel Subcommittee of the <br />Education Committee of the North Carolina Senate. The letter from Ms. <br />Higgins was given to Mr. Hartsell as information. Also, staff will obtain <br />additional information concerning this issue. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Fennel opened the meeting for Informal Public Co~ents at 8:10 <br /> <br /> Mr. Mike Quickel, speaking on behalf of the Cabarrus County Building <br />Association, requested the County's assistance in purchasing a building <br />permit for a house that Cabarrus County School students are building. The <br />Association advanced funds for the purchase of the lot and is assisting with <br />the solicitation of funds to purchase building supplies for the project. Mr. <br />Quickel estimated the cost of the building permit at $250.00. <br /> <br /> Mr. Clifton explained that the Board's policy is to refrain from making <br />donations to non-profit organizations and that such contributions have been <br />phased out of the County's budget. He also stated the waiver of fees also <br />raises questions regarding the County's regulatory processes. <br /> <br /> Mr. Quickel advised that anyone wishing to contribute funds for the <br />project could send them to the Building Association or to Concord High <br />School. <br /> <br /> Ms. Carol Salloum of Salloum Builders in Harrisburg was present for the <br />meeting and volunteered to donate the $250.00 for the purchase of the <br />building permit. Appreciation was expressed to Ms. Salloum for her <br />generosity. <br /> <br /> Ms. Marti Soltis, on behalf of the Citizens Oversight Committee, <br />thanked the Board for including the Committee in the planning and <br />construction phase for the three new schools and for funding the <br />architectural fees for the three schools. She also commended the Board for <br />establishing education as its top budget priority. <br /> <br />Recess of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel recessed the meeting at 8:20 p.m. until 6:30 p.m. on Monday, February <br />7, 2000, in the Multipurpose Room at the Cabarrus County Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
