Cabarrus County Government
Information Technology Services

Proposed Telecommunications System Upgrade

Scope: The proposed project will provide high speed voice and data connections to Cabarrus
County Government's telecommunications network for every department and agency within
Cabarrus County Government, including the Human Services Center, EMS stations, and each of
our other remote sites.

Purpose: The purpose of this project is to bring the County's telecommunications network to
current technology levels in order to provide our constituents with seamless access to County
services. The proposal replaces the 10+ year-old telephone system currently in use to allow for
future growth of County services, and provides for voice and data traffic to travel over a single
circuit simultaneously, as opposed to maintaining two separate networks. Converging voice and
data into the same "pipe" allows us to provide the County's residents with desirable quality of
services while holding down the cost of those services for the taxpayers. County offices that are
currently serviced by stand-alone telephone systems will be interconnected with each other and
the Government Center through the network, allowing calls made in error to one County office to
be transferred to the correct office. Currently, callers to the wrong remote location must be
referred to dial the correct office number.

Current status: RSM McGladrey, the consulting firm that the County has retained, published
the RFP on February 1, 2000, requesting proposals to replace the existing telecommunications
system. On February 10th, Bernard Schaaf, one of McGladrey's attending consultants on the
project, conducted a bidder's conference which was attended by Jean Kennedy, Steve Hicks, and
representatives from 10 prospective vendors representing local, regional, and global providers.
McGladrey representatives have worked very closely with County personnel in order to
determine the exact needs of Cabarrus County Government departments, and the County's
constituents. The deadline for submission of bids is March 3, 2000.
