ICABARRUSCOUNTY] <br /> <br />CAROLINA <br /> <br />February Agenda Item <br /> <br />MEMORANDUM <br /> <br />To: Board of Commissioners <br /> <br />Date: January 3 l, 2000 <br /> <br />Re' <br /> <br />Coddle Creek Blockage <br />Stream Cleaning Responses <br /> <br />Attached is a summary report developed by Matthew Kinane (Soil & Water Conservation) and <br />Tony Johnson (Erosion Control Engineer). The report briefly details issues related to the Coddle <br />Creek blockage problem brought to the Board's December meeting by Mr. Love and Mr. Austin. <br /> <br />The report accurately provides options as well as detailing the current problems. <br /> <br />I have spoken with John Murdock (Water & Sewer Authority). WSACC has a tree down in an <br />area near this site and will proceed to get contractor quotations on the removal of these trees <br />along with a tree that is impacting one of its sewer lines. (The County will be responsible for the <br />costs related to the removal of the Love/Austin trees.) <br /> <br />The more significant issue(s) associated with the Love/Austin tree problem is that it is an on- <br />going issue with high dollar budgetary impacts. Historically, the County has spent $25,000 <br />annually on this issue through a program managed by the Soil and Water Conservation Board. <br /> <br />Realistically, the annual dollars allocated to this purpose are insignificant in addressing the <br />problems. There is at least several hundred miles of stream banks within the County. Most are <br />on private property where the County has no right of access. All of these creeks are within the <br />one hundred-year flood plain adding regulatory concerns. <br /> <br />A comprehensive approach to this issue with designated revenue resources may be required if the <br />problem is to be addressed appropriately. At the February Board meeting, Mr. Kinane and Mr. <br />Johnson will further brief the Board on issues related to the management of storm water, erosion <br />control and debris removal. <br /> <br /> Office of the County Manager <br /> <br />707 · Ccrcord.
