Cabarrus County Impaired Stream Report <br />For The <br /> Austin/Love Property <br /> <br />Problem: <br /> <br />Severe stream bank erosion has been occurring at a site located on Coddle Creek, east of <br />Roberta Road and is approximately 150 west of the Water and Sewer Authority of <br />Cabarrus County right of way crossing Coddle Creek. Stream bank erosion has been <br />occurring in this area for the past 2 years and has an active eroded bank height of 8 to 10 <br />feet. The problem was caused by the collapsed of the north bank on Coddle Creek. When <br />the bank collapsed, several trees fell across the creek. This caused a blockage in the <br />stream channel and forced the direction of the stream to flow against the south bank <br />(Austin/Love property). Mr. M. C. Love and Mr. Kenneth Austin has tried to remove the <br />trees but the size of the trees prevented the complete removal of the debris out of the <br />stream channel. Over the last 24 months, the erosion has caused several more tress to fall <br />across the creek. There are at least 2 trees with diameters exceeding 24 inches and at <br />least 4 trees with diameters exceeding 12 inches. In addition, there are numerous large <br />branches and other debris, which has floated into and lodged in the blockage. (See <br />attached pictures) <br /> <br />Possible action the county may consider: <br /> <br />A. County may elect to take no action to correct the problem. <br /> <br />B. Provide technical and financial assistance to this site only. <br /> <br /> Appoint a County Department to oversee this Project. <br /> Develop a plan to remove the blockage. <br /> Make contact with the U.S. Army Corps of Engineers and other federal and state <br /> agencies to determine if additional permits are needed. This work may be <br /> completed under nationwide permit #13. <br />· Determine who will pay for the project. All of the costs or percentage. <br />· Determine the liability of the project. Who will be responsible for maintenance <br /> and what will be the length of the maintenance period? <br />· Obtain easement agreements and implement the River/Stream Overlay Zone <br /> (RSOZ) requirements to install suitable buffers. <br />· Develop a bid package and place the job out to bid. <br /> <br /> <br />
