This is an actual rote increase of $.97 over last year's rates <br />(excluding the tianchise tee). A total o£ $.73 is attributable to thc network system upgrades, and the <br />remaining $.24 is due to allowable increases for programming, copyright fees, a 7.5% profit, and <br />projected inflation. <br /> <br />Centralina Council of Governments concludes that Time Warner 'has set its rate at thc mtmimum <br />allowable rote as set in the Social Contract with the FCC.
