March 10, 2000 <br /> <br />To' <br /> <br />Cabarrus County Board of Commissioners <br />Cabarrus County Manager <br />Cabarrus County Deputy Manager <br /> <br />Mr. Steve Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Resolution Recommending Support of Funding for Federal Land and Water <br />Conservation Program <br /> <br />A coalition of agencies and organizations, lead by the North Carolina Recreation and Park <br />Society and National Recreation and Park Association, are in the process of asking Congress to <br />re-establish funding for the Land and Water Conservation Fund (LWCF) statewide assistance <br />program. In 1999, the House Resources Committee approved H.R. 701, the proposed <br />Conservation and Reinvestment Act (CARA). The bill would create permanent appropriations <br />authority for some $2.8 billion annually for an array of resource conservation and recreation <br />programs. The bill must now be considered by the House when Congress reconvenes for the <br />second session of the 106th Congress early this year. This bill has bi-partisan support with over <br />305 Republican and Democrat co-sponsors from the House of Representatives. Negotiations on <br />a Senate version of the legislation are continuing. Congressman Robin Hayes of the 8th District <br />is a co-sponsor of the H.R. 701. <br /> <br />Here in Cabarrus County, funds from LWCF grants assisted Cabarrus County and Cities of <br />Concord~Kannapolis in the general construction of Frank Liske Park, Bakers Creek Park, <br />Caldwell Park and Les Myers Park. The LWCF Program has contributed over $537,000 in <br />federal dollars toward these four park projects. Cabarrus County, Town of Harrisburg, Cities of <br />Kannapolis and Concord have identified millions of dollars as needed for local parks and <br />recreation facilities; therefore, your support for reinstating the Federal Land and Water <br />Conservation Fund program is important to the construction of local parks and recreation <br />facilities. <br /> <br />If you have any questions, please feet free to contact me. <br /> <br /> <br />
