Moss Farms Development February 2000 <br />Tra~¢ Impac~ Analysis <br /> <br />The level of service results for the existing traffic conditions indicate that the two existing <br />intersections, Odell School Road / NC 73 and Odell School Road / Harris Road, are currently <br />operating at acceptable levels of service (LOS "D" or better) during the morning and <br />afternoon peak hours. <br /> <br />The results of the 2004 existing and proposed zoning analyses show that improvements will be <br />required to provide acceptable intersection operations. NC 73 will need to be widened to the <br />recommended five-lane urban section. Turn lanes and signal phases will need to be added to <br />achieve adequate traffic operations at the Odell School Road / NC 73 intersection. In <br />addition, traffic sig~al.q and mm lanes will be required at the other four intersections to <br />achieve adequate traffic operations for the proposed zoning. There are some differences in <br />level of service between the existing zoning and proposed zoning scenarios. In general; the <br />intersections will experience slightly more delay with the proposed zoning tlmn they would <br />with the existing zoning because the proposed zoning will generate more traffic than the <br />existing zoning. <br /> <br />RECOMMENDED IMPROVEMENTS <br /> <br />It is recommended that consideration be given to developer participation of the following <br />improvements: <br /> <br />Con, h act the three site access intersections to accommodate the installation of <br />traffic signal.q by the developer. The installation of these siglaaig iS recommended <br />upon meeting applicable traffic signal warrants as outlined in MUTCD and upon <br />approval by NCDOT. <br /> <br />The OdeH School Road / Harris Road intersection may also meet siLmal warrants <br />as the proposed mixed-use development reaches build-out; also new turn lanes will <br />likely be necessary to provide safe and efficient traffic operations. Therefore, it is <br />recommended that NCDOT periodically monitor traffic operations for cOnditions <br />that would warrant signaliTation and other improvements. Developer participation <br />should be considered for any identified improvements at thi.q location. <br /> <br />Development of Moss Farms will require the construction of turn lanes to <br />accommodate the projected 2004 traffic volumes for both the existing and <br />proposed zoning scenarios. The specific turn lanes and storage lengths required <br />for the proposed zoning are shown in Table 4. The storage length calcnlations are <br />based on the critical peak hour approach volumes, and for the sjgnali?ed <br />intersections, the optimi?ed signal timing plans. <br /> <br />In addition, consideration should be given to the dedication of right-of-way along the entire <br />l}ontage of NC Hwy 73 sufficient to permit the future widening ofthl.q facility.
