Human Resources <br />Cabarrus County <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />From: <br />DATE: <br /> <br />Cabarrus County Board of Commissioners <br />Frank Clifton, County Manager <br /> <br />Don Cummings, Human Resources Director <br />April 11, 2000 <br /> <br />SUBJECT: Employee Health Insurance Renewal for FY 2000 - 2001 <br /> <br />Request the Board of Commissioners approve the renewal of The Wellness Plan fully insured HMO <br />and Point of Service (POS) programs to provide employee health insurance coverage for FY 2000 - <br />2001. The rates for The Wellness Plan renewal reflect a 10% premium increase. <br /> <br />Cabarrus County's cost of providing paid health insurance for approximately 600 employees will <br />increase by $130,896 (10%) for a projected annual total of $1,439,711. Employee paid premiums <br />for children, spouse, or family coverage will also be increased by approximately 10%. The rates for <br />the different coverage categories are listed on the attached chad. <br /> <br />The major changes impacting county employees are: <br /> <br />· An increase in employee prescription copayment amounts from $10/$17 to $10/$20/$30. <br />· Emergency room charge (if not admitted to hospital) from $50 to $75. <br />· A new POS benefit- in network, self referral is now allowed with a $20 copayment.. <br /> <br />As information, current HMO renewal costs are in the 15- 25% range and prescription drug costs <br />are 20 - 25% over last year. These costs, coupled with increased benefit usage, make providing <br />quality health insurance at a reasonable cost a continual challenge. To keep costs down the County <br />participates with Concord and Kannapolis in a health insurance coalition for soliciting competitive <br />bids. <br /> <br />If additional information is needed let me know. <br /> <br />__ <br /> <br /> <br />
