I CABARRUS COU I
#BRTH CAROLIMA

MEMORANDUM

To: Frank Clifton, Jr.

From: Blair Bennett

Date: March 29, 2000

Subject: New Fagade Human Services Center

I have attached letters from Cabarms Health Alliance, Piedmont Behavioral Healthcare,
and Department of Social Services requesting matching funding from Cabarrus County to
improve the facade and establish proper signage for the Human Services Center.
Additionally provided are copies of architect designs and plans as provided by the
agencies. The total estimated project cost is $90,000. This would require a $45,000 match
by Cabarrus County and together with the other agencies contributions provide funding
for this project.

I have reviewed the lease for this property and it ends on May 31, 2007, but we have
options to extend it for l0 more years, so technically that building could be occupied until
May 31, 2017. I have also attached the two sections of the lease, item//5 and item #8,
which provide authority for signage and alterations to the building, with the landlord's
written consent.

Considering these enhancements to the facility, together with matching contributions
from the agencies invol~ed, this would certainly address a concern, which has been
discussed since occupying the facility. Would you please consider adding this to the April
Board of Commissioners agenda with your approval of same?

Finance Department
