Day, Deputy County Manager(~_/~;~,/ <br />Date: April 11, 2000 <br />Re: Cabarrus County Criminal Justice Par[nership Program <br /> <br />At the Board of Commissioners meeting on January 19, 1999, the Community <br />Based Corrections Plan prepared by the Cabarrus County Criminal Justice <br />Partnership Program (CJPP) Advisory Board was approved. That plan called for <br />the provision of intensive and regular outpatient substance abuse treatment <br />services to offenders referred by the courts. <br /> <br />A request for proposals for those services was issued and several organizations <br />responded. The CJPP Advisory Board reviewed the proposals and interviewed <br />the providers. Southeast Addiction Institute and Learning Center/Psychiatric and <br />Forensic Associates (S.A.I.L.), the lowest-cost proposer, was selected by the <br />CJPP Advisory Board, and approved by the Board of Commissioners at the <br />March 1999 Board meeting. <br /> <br />The CJPP has endorsed renewing the contract with S.A.I.L. based on the <br />company's performance. The rates for service in the new contract reflect a slight <br />increase, however, the total annual cost is capped at $128,892, the amount of <br />the grant provided by the State for this program. <br /> <br />I recommend approval of the attached contract.
