Box 707 <br />Concord, NC 28026-0707 <br /> <br />SUBJECT: MPO action to endorse recommendations of the Transit Feasibility StudY <br /> <br />Dear Mr. Clifton, <br /> <br />During the meeting on August 18 the Cabarrus/South Rowan Metropolitan Planning <br />Orga~i?ation (MPO) endorsed the recommendations proposed in the transit feasibility <br />study completed in May by Gannett - Fleming Engineering Consultants. A copy of the <br />final report is included along with the endorsement resolution from the Transportation <br />Advisory Committee (TAC). <br /> <br />The report contains recommended routes and service as well as different funding <br />scenarios (Chapter 6) for operation. Pages 58 & 59 detail total first year costs per <br />municipality for scenario I that does not charge rider fare and scenario I1 with a per <br />passenger fare of $0.50 cents. The amount of NCDOT/Federal Transit Administration <br />contribution would be the same for the first two years. Subsequent years would be <br />subject to an allocation formula that would increase that share by about another 5%. <br /> <br />If the effected local governments commit to implementation, transit service to riders <br />would begin approximately one year later depending on transit management <br />arrangements. A minimum ora two-year funding commitment is sought from the state <br />and each participating local government in order to refine and establish the service. <br /> <br />On behalf of the MPO I invite the Cabarrus County Board of Commissioners, as well as <br />staff, to share in the development of this service through participation on advisory boards <br />and interacting with effected departments and agencies. Staffwill be available to present <br />materials and answer questions at your convenience.
