Resolution No. 2000- <br /> <br />A RESOLUTION REQUESTING AUTHORIZATION <br />TO ESTABLISH IMPACT FEES <br /> <br /> WHEREAS, Cabarrus County is experiencing unprecedented residential growth with an <br />annualized growth rate of 3%, and that growth rate is increasing each year, and; <br /> <br /> WHEREAS, Cabarrus County determined in 1996 that a capital cost for school facilities is <br />incurred for each new residential use equal to $3,161 in rural areas, $3,156 in urban areas, and <br />$8,067 in transitional areas, and; <br /> <br /> WHEREAS, Cabarrus County has built or is building one new high school, three new <br />middle schools, and seven new elementary schools to address increased student enrollment, and; <br /> <br /> WHEREAS, Cabarrus County must rely upon general fund revenues including property <br />and sales taxes to fund local services, and; <br /> <br /> WHEREAS, Cabarrus County will continue to need to build new schools to meet the needs <br />of new residents, and; <br /> <br /> WHEREAS, Cabarrus County also is experiencing increased demands and costs to provide <br />all public services, and; <br /> <br /> WHEREAS, Traffic generation and the resultant road construction needs are also <br />increasing as a result of growth in Cabarrus County; <br /> <br />NOW, THEREFORE, BE ~T RESOLVED the Cabarrus County Board of Commissioners resolves to <br />request authorization from the North Carolina State Legislature to enact and levy impact fees that <br />accomplish the following goals: <br /> <br />1) To share the incurred capital costs of school construction between Cabarrus County <br /> and new residents; <br /> <br />2) To base the new residents' share on a percentage of home value; and <br /> <br />3) To collect the impact fee as part of the closing costs paid by the buyer of a new <br /> residence. <br /> <br />Adopted this __ day of ,2000 <br /> <br />A~EST: <br /> <br />Arne L.
