Memo <br /> <br />To: <br /> <br />From: <br /> <br />CC: <br /> <br />Date: <br /> <br />Re: <br /> <br />Cabarrus County Commissioners <br />Jean Kennedy <br /> <br />04/12/00 <br /> <br />Telephone System Proposal <br /> <br />At the BOC Retreat on November 13, 1999, a report was presented regarding a comprehensive long- <br />range telecommunications study for County government prepared by.the consulting firm of RSM <br />McGladrey It was explained that the old system was inadequate to meet current needs and needed to <br />be replaced by a unified voice and data network. The estimated cost for the purchase of a new system <br />was $500,000. It was recommended that the Board consider hiring a consultant at a cost of <br />approximately $20,000 to assist with a "Request for Proposal" for a new phone system. <br /> <br />At the regular board meeting on December 20, 1999, approval was given to hire RSM McGladrey at a <br />cost of $23,000 to prepare a comprehensive telecommunications RFP. <br /> <br />The RFP was sent to eleven vendors with only three responding. The enclosed proposal analysis <br />gives details of the project and bids with a recommendation of accepting the Iow bid of $478,891.39 <br />from CTC. The analysis by RSM McGladrey does not include a buy back agreement for the existing <br />system offered by CTC for the amount of $79,833.70. It was their intent to allocate these funds for <br />contingencies, however, IT recommends a contingency of only 5% of the total project which is $20,000. <br /> <br />IT recommends that the project be awarded to CTC at a cost of $399,058.00 with an additional <br />allocation of $20,000.00 for contingencies. <br /> <br />Installation will begin in June and be completed in August, 2000. <br /> <br />Please contact me if you have questions. <br /> <br />· Page 1 <br /> <br /> <br />
