Moss Farms Development February 2000 <br />Traffic Impact Analysis <br /> <br />EXECUTIVE SUMMARY <br /> <br />The proposed 463 acre Moss Farms project will be a mixed-use development consisting of <br />residential dwelling units, retail space, office space, and two schools. The site is located in <br />Cabarrus County, North Carolina, and is bounded by NC 73 (Davidson Highway) to the <br />north, Odell School Road to the east, and Harris Road to the south. <br /> <br />The existing zoning for the project site is R-2 which would permit the development of 926 <br />single-family homes. The proposed zoning consists of multiple land uses, including the <br />following: <br /> <br />· 449 Townhomes <br />· 1,251 Single-Family Homes <br />· 200,000 SF General Office Space <br />· 100,000 SF Commercial/Retail Space (Shopping Center) <br />· 1,000 Student Elementary School and 1,200 Student Middle School <br /> located on a joint campus <br /> <br />The proposed development includes a land swap. The existing Odell Elementary School will <br />be relocated from the existing site on the southwest comer of the Odell School Road / NC 73 <br />intersection to the joint elementary/middle school campus located on the southwest area of <br />the project site. The current 17 acre school site would be redeveloped for commercial/retail <br />use. Although the land swap has not yet been finalized, it appears that all affected parties are <br />in agreement, therefore, the analysis assumes that the swap will occur. <br /> <br />The analysis year for this study is 2004. It assumes full build-out of the site. Due to the size <br />of the development, it is likely that the actual completion will be later, so the traffic volumes <br />predicted for 2004 could actually be less than those projected in this analysis. <br /> <br />The study area for this analysis, as identified by the Cabarrus County Planning Services and <br />North Carolina Depm~aent of Transportation (NCDOT) staffs, consists of two existing <br />intersections: (1) the signalized intersection of Ode11 School Road and NC 73, and (2) the <br />unsignalized intersection of Odell School Road and Harris Road. The proposed site plan will <br />add three new intersections. All five intersections are included in the analysis. The proposed <br />Moss Farms development is in accordance with NCDOT's Thoroughfare Plan. <br /> <br />The trip generation calculations for the existing residential zoning predict a total of 658 and <br />798 morning and afternoon peak hour trips, respectively: While trip generation calculations <br />for the proposed mixed-use Moss Farms development with an approved 15 percent internal <br />trip reductions predict the site will generate 2,830 morning and 1,744 afternoon peak hour <br />trips. <br /> <br />Kubilins Transportation Group, Inc. <br /> <br /> <br />
