I CABARRIIS COU J NORTH £AROLINA MEMORANDUM To: Board of Commissioners From: Blair Bennett Date: April 4, 2000 Subject: Audit Contract Proposals for the audit of Cabarrus County financial records were solicited by Cabarms County and received until March 24, 2000. In the proposal we requested interested firms to meet with us informally from March 7 - 10 to discuss questions or details they might have concerning the audit. We only had one firm, Deloitte & Touche that requested a meeting, however they declined to submit a proposal. We received three proposals as listed below for audit services for fiscal year 2000. Cherry, Bekaert & Holland, LLP $33,000 McGladrey & Pullen, LLP 75,000 Potter & Company, PA 25,000 We also requested and received proposals for extended contacts for fiscal years 2001 and 2002 as follows: Cherry, Bekaert & Holland, LLP $34,000 $35,000 McGladrey & Pullen, LLP 78,750 98,000 Potter & Company, PA 25,500 25,500 The Department of State Treasurer compiles a listing of auditors by county and the current fees associated with those contracts. In a review of that file, most counties our size pay in excess of $50,000. However, Cabarrus County staff prepares the entire report, inclusive of schedules, footnotes, supplemental data and printing costs. Many counties are paying extra because the audit firm prepares the entire report. We have checked references on all three firms and for the most part, received favorable responses. Depending upon which particular regional office handles the audit contract; certain personnel sent out to do the audit work were appraised at various levels by references checked. I will be available at the Board of Commissioners meeting to handle any questions or concerns that may arise. Once you appoint a firm and authorize the contract, we will begin our normal planning and scheduling process. Finance Department
