On behalf oftha Cabarrus County Building <br />Industry Association, we respectfully request that you vote against the r~solution. <br /> <br /> The a/t~ched white paper on impact f~s lists numerous reasons why impact fe~ are bad <br />public policy. However, in particular, the resolution under consideration states that the impa~ <br />will be based on a percentage of home value. According to legal case law, the same f~ must <br />charged regardless of lot sim, price or location I~caus~ impact f~:s am based on the determined <br />impact caused by the d~velopmant. <br /> <br /> Another at~achmem entitled Economic lmpoct of Home Building in Cabarrus Cmmty is a <br />summary of. report issued by the National A~sociation of Home Builders based on statistical <br />information about Cabarrus County. In essence, home building in Cabarrus County rcsull~ in <br />millions of dollars in local income, taxes and thousands of jobs added to the economy. <br /> <br /> With $14.4 million in local taxes gcncratrd from building 1,647 single family homes and <br />$6.7 million in local taxes genorat~ in additional, recurring impacts, a total of $21,1 million in taxes <br />is g~ncratcd for the Cabarrus County area from home building. That equals $12,$11 genre'alii in <br />taxes per home during the construction and first year of occupancy, which more than covers the <br />estimated capital costs for school facilities incurred for each new residential use, "eq. nl to $3,161 in <br />rural areas, $3,156 in urban areas, and $8,067 in transitional areas," as outlin~ by the resolution. <br /> <br /> Again, ! urge to oppose thc Resolution Requesting Authorization to establish Impact F~es. <br />We appreciate your consideration of our views, <br /> <br />Sincerely, <br /> <br />Ted L.
