WHEREAS, Cabarrus County has built or is building one new high school, <br />three new middle schools, and seven new elementary schools to address <br />increased student enrollment, and; <br /> WHEREAS, Cabarrus County must rely upon general fund revenues including <br />property and sales taxes to fund local services, and; <br /> WHEREAS~ Cabarrus County will continue to need to build new schools to <br />meet the needs of new residents, and; <br /> WHEREAS, Cabarrus County also is experiencing increased demands and <br />costs to provide all public services, and; <br /> WHEREAS, Traffic generation and the resultant road construction needs <br />are also i~creasing as a result of growth in Cabarrus County; <br /> NOW, THEREFORE, BE IT RESOLVED the Cabarrus County Board of <br />Commissioners resolves to request authorization from the North Carolina State <br />Legislature to enact and levy impact fees that accomplish the following <br />goals: <br /> 1) To share the incurred capital costs of school construction between <br /> Cabarrus County and new residents; <br /> 2) TO base the new residents' share on a percentage of home value; and <br /> 3)To collect the impact fee as part of the closing costs paid by the <br /> buyer of a new residence. <br />Adopted this __ day of 2000. <br /> <br />ATTEST: <br /> <br />Arne L. Bonds, Clerk to the Board <br /> <br /> Chairman Fennel made a motion to adopt the proposed Resolution with the <br />following changes: Change the words ~impact fee" to ~new school construction <br />fee" throughout the Resolution and change Item 2) to read "to base the new <br />residents' share on a fee per bedroom." The motion died for lack of a <br />second. <br /> <br /> There was discussion regarding the proposed school construction fee, <br />guidelines for consideration of local bills during the upcoming short session <br />of the General Assembly, the need for the proposed fee, the impact of the <br />proposed fee on first time homebuyers and the need to keep County property <br />taxes low. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter with Commissioners Privette, Carpenter, Casper and Barnhart voting <br />for and Chairman Fennel voting against, the Board moved to postpone <br />indefinitely the proposal as presented concerning legislation for a "school <br />construction fee." <br /> <br />Award of Contract for New T915ph0ne System to CTC (Concord Telephone <br />Communications) end AdoPtion of Related Budaet Amendment <br /> <br /> The following bids were received on March 31, 2000 for a new telephone <br />system for County government. The Request for Proposals was published in THE <br />INDEPENDENT TRIBUNE on March 20, 2000. <br /> <br />Company Purchase Price <br />CTC $478~891.39 <br />ALT Communications $759,780.00 <br />Sprint $816,489.29 <br /> <br /> The Board received the Memo dated April 12, 2000 from Ms. Jean Kennedy, <br />IT Director, recommending the award of the project to the low bidder, CTC <br />(Concord Telephone Communications), at a cost of $399,058.00 with an <br />additional allocation of $20,000.00 for contingencies. This amount included <br />a buy back agreement for the existing system offered by CTC in the amount of <br />$79,833.70. <br /> <br /> Commissioner Casper asked to be excused from voting due to a conflict <br />of interest. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Fennel and <br />unanimously carried, the Board excused Commissioner Casper from voting in the <br />award of the contract for the telephone system. <br /> <br /> U~ON MOTION of Chairman Fennel, seconded by Commissioner Carpenter with <br />Chairman Fennel and Commissioners Carpenter, Barnhart and Privette voting for <br />and Commissioner Casper abstaining, the Board awarded the telephone system <br />contract to the low bidder, CTC (Concord Telephone Communications), in the <br /> <br /> <br />
