Memo <br /> <br />To: Blair Bennett, Deputy County Manager <br /> <br />From: Tom Dillard, Library Director <br /> <br />Date: 05~08~00 <br /> <br />Re: Request for change in circulation period and overdue fees for videocassettes. <br /> <br />The Library began to circulate videocassettes in the mid 1980's. Due to the initial <br />small size of the collection and the popularity of the media, checkout was limited to <br />two days. Since the media was at that time also more expensive than books, the <br />overdue fee was $1.50 per item per day up to $12.00 per item. This media <br />collection has grown and videocassette collections are resident at all libraries and <br />can also be shared via intra-library loan. The cost of the media has dropped to the <br />point where most videocassettes cost less than books. The library system has also <br />acquired equipment and has trained staff to better maintain this collection, tn an <br />effort to make the use of this collection more attractive to our patrons, we request that <br />the circulation period for videocassettes be increased to two weeks. We also request <br />that the overdue fine for videocassettes be decreased to $.10 per day up to a <br />maximum fine of $4.00 per item. This change will put the videocassettes in the same <br />circulation category as similar media such as audiocassettes and compact discs. <br />This change should also stimulate an increased use of this media. While it is difficult <br />to evaluate the impact upon fee collection revenue for this item_at this time, it is likely <br />that with increased circulation, overdue fees for this item may not decrease <br />significantly.
