Section 5
Solid Waste Management Methods

5.3 Recycling and Reuse
Recycling
Current Program: The Cabarrus County recycling program consists of three drop
box locations which collect glass, steel and aluminum cans, plastic and newspaper.
The drop boxes are open seven days a week, 24 hours a day. The County operates a
convenience center located at the landfill which is open to the public Monday through
Friday 8:00 a.m. to 5:00 p.m. and Saturday 8:00 a.m. to 2:00 p.m. The convenience
center offers expanded materials collection. In addition to the materials listed for
drop box locations, the convenience center also accepts cardboard, scrap metal, white
goods, scrap tires, used motor oil, batteries and yard waste. This facility also acts as
the central sorting and processing location for the recycled materials collected at the
drop box location.

In addition to the public program, the County operates an internal computer and
white paper collection program. Weyerhauser, a private company, provides the
containers and collection on an as needed basis. Various County departments
participate in an aluminum can collection program that was created by the County
but is currently operated by the local volunteer fire department. Proceeds from the
program are donated to help child bum victims.

The City of Kannapolis is currently considering a curbside recycling program in an
effort to promote greater public participation. However, three recycling drop centers
are provided by the County. Two of the drop centers are in Kannapolls and the third
is in the outlying community of Midland. The City is also considering adopting an
ordinance to require apartments to provide recycling containers.

The Town of Harrisburg offers once a week curbside pick up. Recyclables are sent to
North Mecklenberg Sanitation.

Mount Pleasant has contracted with a private company to provide curbside pickup of
recyclables.

Recycled materials and tonnages handled by the County in the 1998 and 1999 fiscal
year are summarized below in Table 8.

AX

5-2
