Resolution No. 2000- <br /> <br />RESOLUTION <br /> <br />WHEREAS, HB 1246 established the "Animal Lovers Special License Plate"; and <br /> <br /> WHEREAS, the funds generated by the sale of the Animal Lovers License Plate would <br />be passed back to the county of origin, to be used by the local Humane Organizations who <br />provide low cost spay and neuter procedures; and <br /> <br />WHEREAS, 100% of the proceeds would be used for surgical procedures; and <br /> <br /> WltEREAS, in the current legislative session S 1184 and H 1491 have been introduced, <br />which if passed would divert the proceeds from the Animal Lovers Plate to fund a plan which <br />would spend 20% on an education program, 20% would be spent on ADMINISTRATION, and <br />the remaining money would only go to counties or cities that have a differential license on <br />animals and has a spay/neuter clinic for low income persons; and <br /> <br /> WHEREAS, many people who have purchased the Animal Lovers License Plate have <br />expressed dissatisfaction with the changes that are being proposed in S 1184 and H 1491. <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners requests that our local representatives and the General Assembly not support S <br />1184 and H 1491 as it relates to the Animal Lovers License Plate proceeds; and <br /> <br /> BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners <br />requests that our local representatives and the General Assembly work to insure that the proceeds <br />generated by HB 1246 are returned to the private sector, so that effective work against unwanted <br />litters can be continued. - <br /> <br />Adopted this the __ day of June, 2000. <br /> <br />ATTEST: <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />By: <br /> <br />Arne L.
