445 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 15, 2000, at <br />6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 <br /> <br /> Boy Scout Troop 94 of the Mt. Pleasant Lion's Club conducted the Flag <br />Ceremony. Scouts participating in the ceremony were Chris Simmons, Andrew <br />Medlin and Jay Smith. <br /> <br /> Reverend Jay K. Rabuck of Gilwood Presbyterian Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Barnhart <br />and unanimously carried, the Board approved the minutes of April 17 and April <br />25, 2000 as written. <br /> <br />APPROVAL OF THE AGEND% <br /> <br /> Chairman Fennel announced the addition of a Foeter Care Month <br />Proclamation. Mr. Hartsell asked for the addition of an item regarding <br />Plantation Pipeline and a request by Level 3 Communications for an easement <br />tO install fiber optic cable in the vicinity of the Coddle Creek Reservoir. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the Agenda with the addition of the <br />two items as listed. <br /> <br />RECOGNITIONS end PRESENTATIONS <br /> <br />P~pspntp~ion 9f ~Amer$~a Aaai~ Petitions - p~stor Jpff Smith <br /> <br /> Pastor Jeff Smith, co-founder wi~h Chairman Fennel of the organization <br />"America Again", presented the following Petition to the Board. He e~ated <br />the Petition contained 15,000 signatures. <br /> <br />AMERICA AGAIN~ <br />PETITION <br /> <br />We the undersigned people of the State of North Carolina want GOD <br />in AMERICA AGAIN~ In our Government~ In our Market Place! In our <br />Schools! We want a proper accounting of the Christian Heritage <br />of our founding fathers in our History Books. We want the <br />Biblical Creation taught and the theory of Evolution removed!
