The Division shall transfer quarterly the <br />money in the Collegiate and Cultural Attraction Plate Account <br />derived from the sale of the animal lovers plate to the <br />Department of Health and Human Services to create a statewid, <br /> <br />proqram to promote spaying and neutering of dogs and cats." <br /> <br /> Section 5.
