G.S. 20-81.12 is amended by adding <br />subsection to read: <br /> <br /> N-HTF <br /> <br />$15 <br />$10 <br />0 <br />0 <br />0 <br />0 <br />0 <br />0 <br />0 <br />0 <br /> <br />new <br /> <br /> "(bl0) Animal Lovers Plates. -- The Division must <br />receive 300 or more applications before an animal lovers plate <br />may be developed. The Division shall transfer quarterly the <br />money in the Collegiate and Cultural Attraction Plate Account <br />derived from the sale of the animal lovers plate to the <br />Department of Health and Human Services to create a statewid, <br /> <br />proqram to promote spaying and neutering of dogs and cats." <br /> <br /> Section 5. This act is effective when it becomes law. <br /> In the General Assembly read three times and ratified <br />this the 19th day of July, 1999. <br /> <br />s/ Dennis A.
