The Notice of the Public Hearing <br />was published in TBE INDEPENDENT TRIBUNE on June 6, 2000, and in TKE <br />CHARLOTTE OBSERVER (Cabarrus Neighbors) on June 8, 2000. <br /> <br /> MS. Cathy Floyd, President of the Cabarrus Arts Council, requested <br />County funding in the amount of $26,000.00 for the Arts Council. She said the <br />Arts Council contributes to the quality of life in the county by providing a <br />number of programs for all ages, including concerts, art classes, etc. Ms. <br />Floyd addressed the need for salaried professional personnel and compared per <br />capita local government funding for selected Arts Councils. For FY 1998- <br />1999, she said other counties in the area ranged from 22 cents to $3.59 per <br />capita and that Cabarrus County's figure for that year was only five cents <br />(5¢) per capita, including the funding by the local municipalities. <br /> <br /> Ms. Glenda Thomas, Cabarrus Arts Council Board member, discussed the <br />Arts Council's desire to bring cultural experiences to all citizens in the <br />county. <br /> <br /> There was discussion regarding the various programs provided by the <br />Cabarrus Arts Council, the coordination of programs with local schools and <br />the need to include the arts in the development of plans for a facility to be <br />located on the County Exposition Center property. The Board also discussed <br />its policy whereby the County does not collect money from taxpayers to give <br />to a non-profit organization. <br /> <br /> There was no one else present to address the Board, and Chairman Fennel <br />closed the public hearing at 7:16 p.m. <br /> <br /> The Board received the following additions/deletions to the Preliminary <br />FY 2001 Budget as submitted by Ms. Cathie Keller Straub, Budget Officer. <br /> <br />ADDITIONS/DELETIONS TO THE PRELIMINARY FY 2001 Budget: <br /> <br />· Food Expense for the Jail was increased $50,000.00. <br />· Auditor Expense in the Finance budget was increased $8~000.00 <br /> because of a change in the audit firm. <br />· Cooperative Extension requested a reduction of $4,000.00 from <br /> full time salaries and $10,000.00 from part time salaries in <br /> order to increase Minor Office Equipment by $2,000.00, Travel <br /> $2,000.00, and Equipment & Furniture $4,500.00; representing a <br /> reduction of total expenditures of $5,500.00. <br />· Contribution to Economic Development Corporation increased by <br /> $7,150.00. <br />· Cabarrus Rescue Squad contribution increased by $15,000.00. <br /> (Unanimously approved by the Board at the May 23, 2000 budget <br /> work session.) <br />· The Tax Clerk position was approved with the understanding that <br /> the Board would be provided comparative information regarding the <br /> revenue the new position is expected to generate. The position <br /> will be reviewed as to need prior to July 1, 2001. <br />· Approval of the proposed tax rate increase from five cents ($.05) <br /> to six cents ($.06) for the Harrisburg Fire District. <br />· Increase in Building Inspections revenue fees of $200,000.00. <br />· Increase in Planning Subdivision revenue fees of $2,000.00. <br />· Increase Zoning revenue fees $45,000.00. <br />· Joint venture with the Water and Sewer Authority of Cabarrus <br /> County (WSACC) to purchase 104.25 acres (Measimer Property) in <br /> order to preserve the quality of water in the Coddle Creek <br /> <br /> <br />
