Denartment of Transnortation to Nam~ the Wq~tside Eyl~as~ in the City of Kannanolis as 'KannaDolis Parkway# Mr. Marshall presented the request by the Kannapolis City Council that the Board adopt a resolution supporting the renaming of the northern leg of the Westside B~rpass (from Interstate 85 to ~h/ckaseegee Road) to Kannapolis Parkway. He stated the County Planning staff in general supported the resolution but several concerns need to be addressed. These included the short section of US 29-A between US 29 and South Main Street that is currently called Kannapolis Highway, the effective date of the renaming and who will be responsible for the re-addressing of existing residents. The contract between the County and the City of Kannapolis for addressing services expires in July 2001. Mr. David Hales, Kannapolis City Manager, reviewed the proposal by the Kannapolis City Council to rename the northern leg of the Westside Bypass as the Kannapolis Parkway. He stated this road will serve as a new gateway entrance into the City of Kannapolis and is a critical component of the City's long-range strategic marketing, ecoaomic development and tourism plan. Mr. Hales explained the final road name decision rests with the Board of Transportation; however, the Department of Transportation has requested resolutions of support from both the City of Concord and Cabarrus County concerning the proposed road name. Me stated the Concord City Council had adopted such a resolution. There was discussion by the Board about the proposed road name and concerns that the northern and southern sections of the Westside Bypass will have different names. Members also discussed the several telephone calls they had received from citizens who opposed the name of "Kannapolis Parkway." U~ON MOTION of Commissioner Privette, seconded by Chairman Fennel with Commissioner Privette and Chairman Fennel voting for and Commissioner Carpenter voting against, the Board adopted the following Resolution. Resolution No. 2000-24 RESOLUTION WHEREAS, the Westside Bypass (Project U-2009) will be a major entranceway into the City of Kannapolis; and WHEREAS, this street is a part of the North Carolina Department of Transportation's street system; NOW, THEREFORE, BE IT RESOLVED, that Cabarrus County supports the decision of the Kannapolis City Council in requesting that the North Carolina Department of Transportation rename the northern portion of the Westside Bypass from Interstate 85 to State Road 1616 (~ckaseegee Road) as "Kannapolis Parkway". Fennel Chairman, Board of Commissioners Mandatory Three-Year Update to the Cabarrus County Plsnnino Area Solid Waste Manaoemen~ Plan Mr. John Day, Deputy County Manager for Operations, briefly reviewed the mandatory Three-Year Update to the Cabarrus County Planning Area Solid Waste Management Plan. The planning area includes Cabarrus County and the municipalities of Kannapolis, Mount Pleasant and Harrisburg. UPON MOTION of Chairman Fennel, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following Resolution.
