However, the proposed subdivision doss <br />not meet adequate public facilities requirements, as school space is <br />inadequate. To address this issue, Mr. Wiggins has offered to contribute <br />$500.00 per lot. According to MS~ Sifford, staff recommends approval of the <br />subdivision with the conditions of adequate recreational space, ~required turn <br />lanes and the $500.00 per lot contribution toward school adequacy. Further, <br />Ms. Sifford reported that Mr. Wiggins has requested the option of paying <br />$35,000.00 to the Cabarrus County Parks and Recreation Department in lieu of <br />creating the open space in the proposed subdivision. If accepted, the <br />contribution would go into a fund to help pay for the construction of a <br />playground at the W. W. Flowe Park which is located less than two miles from <br />the proposed subdivision. Ms. Sifford said the applicant is required to show <br />2.8 acres of open space and construct a playground on site if the proposal is <br />not accepted. The requirement would result in the net loss of approximately <br />7 lots as proposed on the earlier plat at a cost of approximately $133,000.00 <br />($19,000.00 per lot). If the Board chooses to accept the proposal, staff <br />recommends the applicant pay $50,000.00 rather than $35,000.00 to cover the <br />subdivision's share of the playground cost at the park. <br /> <br /> There was discussion regarding the development of larger recreational <br />facilities versus neighborhood parks as well as the responsibility for <br />maintaining the smaller parks. A letter from Ms. Londa Strong, Assistant <br />Parks and Recreation Director, estimated a cost of $75,000.00 to $100,000.00 <br />to complete a playground at W. W. Flowe Park. <br /> <br /> Mr. Randy wiggins, Developer, reviewed his proposal to contribute <br />$35,000.00 for the development of a playground at W. W. Flowe Park. He cited <br />problems with small recreational areas in small subdivisions, including drug <br />arrests, vandalism, unwanted guests ia the subdivision and liability <br />concerns. He also confirmed his offer of $500.00 per lot to address school <br />adequacy needs and his intent to construct the turn lane as required by the <br />Department of Transportation. <br /> <br /> Mr. Clifton pointed out the contribution of $35,000.00 toward the <br />playground cost would provide approximately $162.00 per lot (total of 216 <br />lots) to address recreational issues. <br /> <br /> ~IPON NOTION of Chairman Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved Petition C00-03(S), the preliminary <br />plat approval for College Hills Subdivision, with the following conditions <br />and inclusive of an agreement between the developer and the County: (1) <br />Contribution of $35,000.00 to the Cabarrus County Parks and Recreation <br />Department for the development of a playground at W. W. Flowe Park; (2) <br />Installation of turn lanes on Piney Church Road as required by the North <br />Carolina Department of Transportation; and (3} Contribution of $500.00 per <br />lot to address school adequacy issues. <br /> <br />Desi=nation of the Votina Deleaate to the 2000 Annual Conference of ~he North <br />Carolina Association o~ County Cou~nissioners to be Meld on August 10-13 in <br />Durham County <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board designated Commissioner Barnhart as the <br />voting delegate to the 2000 Annual Conference of the North Carolina <br />Association of County Commissioners. Further, the Board named Mr. Frank <br />Clifton, Jr., County Manager, as the alternate delegate. <br /> <br />Social Services - Bud=et Amendment (FY 2000) <br /> <br /> Mr. Jim Cook, Social Services Director, briefly reviewed a proposed <br />budget amendment to appropriate additional funds of $336,748.00 to the FY <br />2000 budget for Medicaid County match costs. <br /> <br /> UPON NOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter with Commissioners Barnhart, Carpenter, Privette and Casper votin9 <br />for and Chairman Fennel voting against, the Board adopted the following <br />budget amendment. <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SOCIiLL SERVICES <br />AMOUNT: $336,748 <br />TYPE OF AD0/3STMENT: Supplemental Request <br />PURPOSE OF REQUEST: Provide for County Medicaid matching share <br /> <br /> Present Approved Revised <br />Account No. Bu~oet Increase Decrease Budqet <br /> <br /> <br />
