The length of the
project was thirteen weeks and involved the following agencies:

· Timewamer Cabte
· Public Service Gas
· Concord Telephone Communications
· City of Concord Electric, Streets, Water,
Sewer, and Surveying Departments
· Butler Builders of NC (Trellis
Construction)
· Casey Medlin Electrical
· Vulcan Materials & Concrete Supply

· C.M. AIIman Masonry
· Donald Stone Irrigation
· Richard Burrage Hauling & Grading
· Mitchell Rentals & Prime Equipment
· Oliver Paving (Curbing, Paving and
Stamped Asphalt)
· Cabarrus County Management, Planning
and Buildings & Grounds
· Hickory Grove True Value, Gulledge
Building Supply, Mordson Lumber

The following is a financial breakdown for the Corban Avenue project:

· Lowest Private Bid Received By the County $312,234.05
· Invoice from the City for In-House and Contractors Expenses$211,066.75
· Cabarrus County Material Expenses * $20,179.09
· Original Estimate for City & County to Jointly
Perform the Project $235,500.00
· Actual Project Cost $231,245.84
· Under Private Contractor Price ** $80,988,21

* Two bills are outstanding for benches at the trellis and the entrance sign on Corban Avenue.

** The project savings is actually higher because of additional work performed. This work included the
stamping of cross walks on Corban Avenue, the installation of vinyl fencing along two properly lines, the
replacement of a masonry wall, and the removal of a vein of trash discovered during the installation of
storm pipe. These additions would have increased the original cost by a minimum of $10,000 if performed
by a private contractor.

Summary
For the improvements to take place, enabling legislation had to be passed by the General Assembly. The
cooperation between all City and County Departments and private contractors was excellent. The parking
addition and beautification project was clearly a successful joint venture and saved the taxpayers
approximately $90,000.

ccc: Frank Cliffton, Cabarrus County Manager
2.-I
