N6RTH CAROLINA

August9,2000

To:

Cabarrus County Manager
Cabarrus County Deputy Manager
Cabarrus County Board of Commissioners

From:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Construction Bids for North Cabarrus Park

This memorandum is in reference to construction bids for North Cabarrus Park.
This project was formally advertised in the Independent Tribune and the
Charlotte Observer on July 13, 2000. The Department also sent letters (twenty-
eight) requesting local construction companies to submit construction bids for this
project. A pre-bid conference was held on Thursday, July 25, 2000
(representatives from nine construction companies attended). On August 8,
2000 Cabarrus County received six bids for single prime bidding; six bids for
multiple pdme bidding - general construction; one bid for multiple prime bidding -
building plumbing construction; and no bids for multiple prime bidding on building
electrical/mechanical construction.

Due to the lack of bids for the mul[iple prime bidding- building
electrical/mechanical construction, Cabarrus County must reject all multiple
prime bids for this project. The overall Iow bidder for the single prime bid is
Brown Utility Company of Concord in the amount of $628,850.00. The Iow
bidder for the Add Alternate No. 1 is also Brown Utility Company for $15,000.00.
This add alternate is an eight foot asphalt walkway/bike path through the park.
Cabarrus County Parks and Recreation Department would like to request to add
Add Alternate Number 1 to this project. This proposed walkway would allow
pedestrians to safely access the park from the community. We would like to
recommend to award this project to Brown Utility Company for $643,850.00
(base bid total of $628,850 plus Add Alternate Number 1 at $15,000). These
funds were approved by the Cabarrus County Board of Commissioners in the
1999-2000 and 2000-2001 Fiscal Year Budgets.

If you have any questions, please feel free to contact me at your convenience.
