CABARltUS COIIN1Y
II§RTIt ~.R~LltlA

Memorandum

To: Cabarrus County Board of County Commissioners
From: Michael L. Murphy ~x~~
Date: August 11, 2000

Subject: Contract for Food Services and Supplemental Funding Request
for the LunchPlus Club (Congrega. te Nutrition Program)

Enclosed please find the Contract for Food Services for the Cabarrus County Department of
Aging LunchPlus Club program and a Budget Amendment Request Form that is requesting
supplemental funding that will be necessary to maintain the current level of service. This request
is based on an increase of $.351 per meal above our current rate and us continuing to serve
approximately 89,960 meals during FY'2001. (The new cost will be $3.241 per meal.)

We have experienced an overwhelming success with our LunchPlus Club program over the past
two years. We have been extremely successful in our efforts to expand this nutrition program for
older adults into an overall wellness program through a collaboration with several local service
providers. However, the nutrition component of this program is still the nucleus. We have
actively pursued other vendors in an effort to secure a competitive bid situation and were unable
to find another commercial caterer with the capacity to provide the meals for this program.
Actually, Canteen/4 C's parent corporation (the Compass group) also owns the other 4 or 5
corporate caterers that have the resources to meet our needs. Furthermore, we talked to two local
caterers, NorthEast Medical Center, Barber Scotia College and the Cabarrns County Sheriff's
Department in an effort to find a local vendor that can provide these meals. We were unable to
locate anyone else willing to submit a bid. After comparing our $3.241 rate with the other rates
across North Carolina (telephone comparison with Gracie Rogers, Nutrition Supervisor for the
North Carolina Division of Aging) we were informed that we were receiving a competitive rate
for bulk delivered meals.

Therefore, I respectfully submit this request for approval of the attached contract and budget
amendment for your consideration.

Thank you for your time and consideration.

Ell
