DRAFT <br /> <br /> The Board of Commissioners for the County of Caberrus met in recessed <br />session in =he Commissioners' Meeting Room at the Cabarrue County <br />~overnmental Center in Concord, North Carolina, on Tuesday, August 1S, 2000, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Con~niesioners: Jeffrey L. Barnluart <br /> Coy C. Privette <br />Absent - commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher h. Hat, sell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br />Approval or Correction of the A~enda <br /> <br /> U~N MOTION of Comm/ssioner Carpenter, seconded by Commissioner <br />Bax~rt and unanimously carried, the Board approved the ~Jenda as submitted. <br /> <br />to Acquire Pro~mrt~ for the Rocky RLver Middle School Site <br /> <br /> Mr. Clifton reported that condemnation was no longer needed to acquire <br />the property for the Rock~ River Middle School site. He said Mr. John Day, <br />Deputy County Manager for Operations, ar~ Mr. Jonathan Marshall, Planning <br />Services Director, had been successful in. negotiating a suitable solution <br />with the developer. <br /> <br /> Mr. Day reported the city of Concord vo1%mtarily annexed the Robert <br />Pit=anger property in 1997 and conditionally rezoned the property to allow <br />the construction of 1,200 residential units. As a condition of the rezontng, <br />Mr. Pit=anger agreed to donate 50 acres for a park or school site. in <br />designing a new n~ddle school for the site, architects found that the 50-acre <br />parcel as donated was not conducive to the footprint of the school, ballfleld <br />and parking lot. To resolve this issue, Mr. Pit=anger agreed to sell the <br />County an additional three +/- acres on the northern part of the school site <br />at $20,000.00 per acre. Also, Mr. Pittenger will pay for 600 +/- extra feet <br />of a two-lane road for access on the eastern b~rder of the school, subject to <br />the Department of Transportation and Cabarrns County amending the entrance to <br />the property to be 100 feet fur=her north on Rocky River Road. <br /> <br /> There was lengthy discussion regarding the Pit=anger property, <br />including the following: {1) tax value of the three acres; (2) the planned <br />access road; (3) the need for turn lanes to the school site; (4) the <br />cooperative efforts by the City of Concord in acquiring the donated property; <br />and (5) the critical time issue for the construction of the new school. <br /> <br /> Mr. Her=sell pointed out the 1997 donation of land by Robert Pit=anger <br />was the first donation of land in Cabarrus County for a public school site. <br />ge stated there was some question at that time as to whether the Schools <br />wanted the land for a school site. <br /> <br /> Ms. Cindy Fertenbaugh, cubarrus 'County School Board member, advised <br />that the site work package for the new middle school included an extra <br />$300,000.00 to clear the additional rock found on the mite. <br /> <br /> Mr. Marshall reported the site plan for the school had been adjusted to <br />avoid the harder rock tb~t would he more ex~ensive to remove. <br /> <br /> U~ON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board agreed to purchase the three +/- acres on <br />the northern part of the Rocky River Middle School site from Rocky River <br />Church Road, LLC (Robert Pi=ranger) at a cost cf $20,000.00 an acre and <br />author/zed the appropriate budget amendment. This property will be in <br />addition to the ~O acres donated byMr. Pi=ranger for the school site. <br /> <br />Presentation o£ Rec~uest ky the C---~n ~--e~lal YMCA for th~ County to <br />Pexti~ip&ta ~i~ancia11y in the Construction o~ an Indoor Aquatic Faoilit~ at <br /> <br /> Mr. Roland Davey, President/CEO of the Cannon Memorial YMCA, reviewed <br />plans by the YMCA to build a new YMCA con, lex at Alton Village near 1-85 and <br />Crisco Road in Concord.
