Harrell Development Company Proposed Development <br /> <br />Mr. Lent. z: <br /> <br />The Water and Sewer Authority of Cabarms County (WSACC) Board of Directors approved a <br />Sewer Construction Contract (Contract) with the T.L. Harrell Development Company on <br />September 21, 2000 (attached). The basic premise of the Contract is that the T.L. Harrell <br />Development Company will bear all costs associated with the design and construction of <br />approximately 75% of the length of the Upper Muddy Creek Interceptor as outlined in WSACC's <br />Capital Improvements Program (CIP). The Upper Muddy Creek Interceptor is currently <br />scheduled for completion 2010 in the CIP. However, the T.L. Harrell Development Company <br />wishes to accelerate the timing of that project and have agreed to pay all costs associated with the <br />project so that sewer service will be available for their proposed development. <br /> <br />The contract that was approved by the WSACC Board has not yet been executed by either party. <br />It is my understanding that the T.L. Harrell Development Company is waiting until their <br />proposed development is approved by Cabarms County to execute the contract. <br /> <br />As currently proposed, the Upper Muddy Creek Interceptor will bring sewer service to within <br />approximately 2000 feet of the proposed site for the new Bethel Elementary School as shown on <br />the attached map.
